Is it condidered stealing if?

Is it considered stealing if the wife in a relationship takes a few hundred dollars out of the husbands savings account to pay the monthly bills then secretly puts it back a week or two later? It honestly was not for shopping sprees, it was for the water bill and gas for the cars. So the husband found out about the missing money a week before the wife was going to deposit the difference. So he wants a divorce even though she stated that it was merely to keep the family in the house during the hard times in life with unemployment and stuff, and wants to sue her for stealing money without his permission. He does not work, he smokes pot all day playing Black Ops on the PS3, he always says he's looking for a job, but never does. The wife is a veterinarian that works 4 days a week from 8AM to 5 PM, so it's considered part time. This is merely a poll to see what society thinks about this issue. This really did happen, and no, I am not the wife or husband. I am a family - friend.
